Here is some information to share about the 18 common offenses in Malaysia. If you failed to settle, your vehicle will be blacklisted by Road Transport Department.
1. Driving, parking in the emergency lane
Summon from the Road Transport Department or traffic summon and settle in Court.
2. Overtaking another vehicle in a dangerous manner (or from the left side)
Summon from the Road Transport Department or traffic summon and settle in Court.
3. Disobeying traffic lights (Summon from police counter)
To settle at the traffic police counter or in Court if unable to settle at the police station.
4. Speeding (Road Transport Department AES or Police Speed trap)
Road Transport Department AES – to settle at the Road Transport Department counter
Police speed trap – to settle at the traffic police counter or in Court if unable to settle at police station.
5. Vehicle carrying too many people (Summon from Road Transport Department or Traffic summon)
Road Transport Department summons – to settle at Road Transport Department counter.
Traffic summons – to settle at the traffic police counter or in Court if unable to settle at the police station.
6. Entering a one-way street (Summon from Road Transport Department or traffic summon)
Road Transport Department summons – to settle at Road Transport Department counter
Traffic summons – to settle at the traffic police counter or in Court if unable to settle at the police station.
7. Failure to display your vehicle number plate (Summon from the Road Transport Department or traffic summon)
Road Transport Department Summon – to settle at Road Transport Department counter after inspection by Road Transport Department Officer
Traffic Summon – to settle in Court.
8. Not wearing seat belts (Summon from Road Transport Department or Traffic summon)
Must settle in Court.
9. Not wearing a helmet ~motorcycle riders~

Road Transport Department summons – to settle at Road Transport Department counter
Traffic summons – to settle at traffic police counter.
10. Sleeping or carelessness while driving and causing the accident (Summon from PDRM)
To settle at the traffic police counter or in Court if unable to settle at a police station
11. Using mobile phones or other devices while driving (Summon from Road Transport Department or traffic summon)
Must settle in Court
12. Being a hazard by stopping along the road (Summon from the Road Transport Department or Traffic summon)
Road Transport Department summons – to settle at Road Transport Department counter.
Traffic summons – to settle at traffic police counter.
13. Drunk driving (Summon from Road Transport Department or traffic summon)
The Road Transport Department or traffic will tow the vehicle and the driver will get locked up by the Road Transport Department or Traffic Counter. The settlement will be going through Court.
14. Illegal parking (Summon from Road Transport Department or traffic summon or City Council)
Road Transport Department summon RM150 or RM200 or RM300 and the rest is based on individual authority.
15. No parking tickets (Summon from City Council)
If failed to settle, the City council will propose to Road Transport Department to blacklist the vehicle.
16.On the road without Insurance and Road Tax (Summon from traffic summon or Road Transport Department) 
Traffic Police Summons: A fine of RM300 for not having insurance and another RM300 for
not having road tax — totaling RM600.If the fines are not paid promptly at the traffic police
counter, your vehicle may be blacklisted.Road Transport Department (JPJ)
Summons:JPJ officers have the authority to clamp or tow your vehicle if it’s found without
valid insurance or road tax.
You’ll need to attend court, where the estimated fines are RM600 for no insurance and
RM600 for no road tax, bringing the minimum total fine to RM1,200.
17. Tinted glass exceeded percentage level (Summon from Road Transport Department)
To settle at the Road Transport Department counter after inspection by the Road Transport Department Officer
18. Driving without a valid driving license (Summon from Road Transport Department or traffic Counter)
Must settle in court
